October 27 and December 12, 2012 are momentous and historical days, when Turkmen nation celebrates 21st anniversary of Independence and 17th anniversary of Neutrality of Turkmenistan.
On this occasion on behalf of the Government and people of Turkmenistan I want to share these feelings of happiness with Government and brotherly people of the Islamic Republic of Pakistan.
October 27, 1991 Turkmenistan proclaimed itself as an independent state and became the sovereign and independent subject of International law and International relations. Since that time Turkmenistan has passed glorious way of development. During this period of time Turkmen people have been recognised by the world community as a peace loving people, having respect for neighbours, always seeking fortune from honesty and labour, with wise and faithful approach to the challenges faces by world community.
After four years of Independence of Turkmenistan on December 12, 1995 the General Assembly of the United Nations adopted the resolution “Permanent Neutrality of Turkmenistan”, which was first ever in the history UN of such kind. By gaining a new status, Neutral Turkmenistan undertook certain obligations to the international community. Among the main of them are the principles of non-alliance with political, military alliances and blocs; presence of National Army only for protection of peace and freedoms; renunciation of weapons of mass destruction; commitment to universal values; guarantee of civil peace in the country; conducting own policies in close cooperation with the UN and humanitarian international organizations.
Let me remember that it was in Ashgabat where a series of talks, which played a crucial role in achieving peace and reconciliation in Tajikistan, were held under the aegis of the UN. The capital of our Neutral State became the venue for the negotiations on settlement of the Afghan conflict in the late 1990s.
The adoption on December 12, 1995 of the resolution “Permanent Neutrality of Turkmenistan” by the General Assembly of the UN and opening on December 10, 2007 in Ashgabat of the UN Regional Centre for Preventive Diplomacy in Central Asia became the acknowledgement of the peaceful foreign policy of Turkmenistan and its constructive role in the International affairs.
Turkmenistan turned into a reliable ally and useful partner of the United Nations in preserving and maintaining political stability in the region, promoting good neighbourliness, friendship and cooperation.
In recent years under the leadership and farsighted policies of H.E Gurbanguly Berdimuhamedov, President of Turkmenistan, Turkmenistan is achieving high economic targets rapidly and according to the results of the socio-economic development of Turkmenistan in the first half-year of 2012 are high and the volume of GDP came to 111.1% and the production volumes increased up to 128.2% as compared with the same period of the last year. H.E Gurbanguly Berdimuhamedov, President of Turkmenistan in the number of priority issues re-emphasized the importance of the rapid formation of a modern transport and communication infrastructure for sustainable development not only of the national economy but also of the dynamic development of international transport routes and therefore international contacts.
This year Turkmenistan and Pakistan celebrate 20th year of the diplomatic relations between the two countries. The Leadership of our both brotherly countries has close understanding and multi-dimensional and deep-rooted relationship, focused on mutually beneficial cooperation.
In this regard it is important to say about official visit of the President of Turkmenistan His Excellency Gurbanguly Berdimuhamedov to the Islamic Republic of Pakistan on November 14, 2011.
During this visit a number of bilateral documents were signed. Signing of these documents as well as very open and sincere meetings between President of Turkmenistan H.E. Gurbanguly Berdimuhamedov and the President of the Islamic Republic of Pakistan H.E. Asif Ali Zardari and other Pakistani high level officials have laid out very strong foundation for the future of our relations. This visit showed close understanding between the leadership of both nations.
As it was stressed by President Gurbanguly Berdimuhamedov Turkmenistan considers Pakistan as a very important and promising partner, and Turkmenistan is looking forward to the continued and fruitful interaction with Pakistan on the basis of mutual respect and friendship. The Turkmen leader stated that Turkmenistan considers this visit a significant phase in strengthening friendship and interstate cooperation. The heads of states agreed that Turkmenistan and Pakistan are going in every possible way to further contribute to strengthening peace and stability, expanding mutually beneficial regional cooperation.
Our countries have a huge potential in further development of bilateral relations. Our common goal is to promote cooperation, and utilize that huge potential not only in the sphere of energy, but also in trade, agriculture, culture and others.
At the present stage Turkmen-Pak relations are characterized by mutual willingness to enhance partnership which has the profound potential given the prospects for development of the two countries.
Finally, I would like to avail this opportunity to express my heartfelt gratitude to the Government and the people of brotherly and friendly Pakistan for the support and cooperation. I am confident that these relationships will flourish day by day and will help our nations to achieve our common objectives.
